Man convicted of killing UVic student to live in Vancouver on day parole

A man serving a life sentence for murdering a University of Victoria student in 1987 has been granted day parole and will be residing in Vancouver, police announced Thursday (April 18).

Scott Ian MacKay, 61, was convicted of killing 20-year-old Marguerite Telesford in 1989 and has been serving out his sentence in a Fraser Valley prison since then. Last month, after decades of requests, MacKay was granted day parole.

Now, the Vancouver Police Department has confirmed that parole will be carried out in Vancouver.

The police department says MacKay poses a significant risk to women in the community, including to sex workers. Beyond his second-degree murder conviction, MacKay was also found guilty of sexual assault and forcible confinement.

He’s described as 5’10”, with a slim build, short grey hair and hazel-coloured eyes.

While living in Vancouver, MacKay is prohibited from accessing alcohol, drugs, pornography or any sexually-explicit material. He has a 10 p.m. curfew and must report any contact he has with girls or women to his parole supervisor. MacKay also isn’t allowed to drive, other than in emergencies, and is prohibited from being in the presence of sex workers.

Anyone who sees MacKay violating his conditions is asked to call 911.
