Application for a Permit Amendment under the Provision of the Environmental Management Act.
Western Forest Products Inc., have submitted a preliminary permit application to the Director to amendment the current authorization of effluent discharge. The source of discharge of effluent is produced by the Saltair Sawmill. This permit will ensure that Western is alignment with all Environmental Management Act and subsequent permitting requirements.
Regulated under B.C.’s Environmental Management Act, sawmill “effluent” consists of rainwater that contacts fine woody material and so contains natural wood extractives, such as resin acids and tannins/lignins. Rainwater that contacts galvanized material, like roofing, may contain zinc and other metals. Effluent discharge is highly variable depending on rainfall events.
The Saltair sawmill and the effluent discharge is located at 1230 Ft Raven Road, Ladysmith, BC, within the Cowichan Valley District.
The maximum rate of effluent discharge to this facility will be determined through the permitting process to meet the Environmental Management Act requirements. The operating period for this facility is 10 hours/day, 5 days/week. The characteristics of the effluent discharge reflects what would be typical at a sawmill including wood extractives, hydrocarbons and metals.
Any person who may be adversely affected by the proposed effluent discharge of waste and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Director, Environmental Protection at Authorizations.South@gov.bc.ca. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
