Pursuant to Section 466 of the Local Government Act, we advise you that a Public Hearing has been scheduled to consider Official Community Plan Bylaw 2200. Anyone who considers their interest in property to be affected by the proposed Bylaw will be given reasonable opportunity to be heard.

Subject Property

Bylaw No. 2200 will apply to all properties in the Town of Ladysmith.

What is the Proposal About?

Bylaw No. 2200 is a new Official Community Plan. If approved Bylaw 2200 will replace the existing Official Community Plan—Official Community Plan Bylaw 2003, No 1488. The proposed Official Community Plan includes goals, objectives, policies, statements, and map designations respecting the following:

  • The location, amount, type and density of residential development required to meet anticipated housing needs.
  • The location, amount and type of present and proposed commercial, industrial, parks, institutional, agricultural, recreational and public utility land uses.
  • The location and area of sand and gravel deposits that are suitable for future sand and gravel extraction.
  • Restrictions on the use of land that is subject to hazardous conditions or that is environmentally sensitive.
  • The location and phasing of major road, sewer, stormwater and water systems, including cycling, transit and pedestrian infrastructure.
  • The location and type of present and proposed public facilities.
  • Housing policies respecting affordable housing, rental housing and special needs housing.
  • Targets for the reduction of greenhouse gas emissions and policies and actions with respect to achieving those targets.
  • Social needs, social well-being and social development including poverty reduction and support for persons with disabilities.
  • The maintenance and enhancement of farming.
  • The preservation, protection, restoration and enhancement of the natural environment, its ecosystems and biological diversity.
  • Emergency preparedness and mitigating the impacts of climate change.
  • Health and wellness
  • Reconciliation with First Nations.
  • Arts, culture, and heritage.
  • Economic development.
  • The designation of development permit areas under section 488 of the Local Government Act for the form and character of new commercial, residential, and industrial development; revitalization of areas where commercial uses are permitted, protection of the natural environment, protection of development fromhazardous conditions, promotion of energy and water conservation, promotion of the reduction of greenhouse gas emissions, which will require proposed development within defined development permit areas to obtain a development permit.
  • The designation of areas under section 492 of the Local Government Act where temporary uses may be allowed and general conditions regarding the issuance of temporary use permits in those areas.
  • Circumstances under section 485 of the Local Government Act where Development Approval Information may be required.
  • Considerations for proposals to amend the Official Community Plan and community contributions offered in conjunction with such proposals.
  • Short-term, medium-term, long-term, and ongoing actions and incentives intended to implement the Official Community Plan.

A copy of the proposed Bylaw and related information may be viewed at the Town of Ladysmith City Hall located at 410 Esplanade or the Development Services Office located at 132C Roberts Street, Ladysmith, BC, until April 18, 2023 between Monday to Friday 8:30am to 4:00pm, excluding statutory holidays. The Proposed Bylaws are also available at www.ladysmith.ca/publichearings.

How do I Attend the Virtual Meeting?

Anyone may attend the meeting. The meeting will be held on April 18, 2023 at the Ladysmith Seniors’ Centre, 630 2nd Avenue, Ladysmith, beginning at 6:00pm.

How Do I Make aWritten Submission?

If you are unable to attend the Public Hearing, written submissions can also be provided. If received by Noon, April 18, 2023, written submissions will be included in the Public Hearing agenda.Written submissions should be sent to Town of Ladysmith, PO Box 220, Ladysmith, BC V9G 1A2 or by Email to info@ladysmith.ca. Written submissions can be accepted at the Public Hearing up to the close of the Public Hearing. Please be advised that the content of submissions will be made public and form a part of the public record for this hearing.
